Renowned for his leadership in pre-construction planning, project execution, and client collaboration, Clay has managed over $325 million in projects, consistently delivering within scope, budget, and timeline constraints. His strategic oversight, rigorous cost control, and innovative approach to Design-Build and CMAR delivery methods have solidified his reputation as a trusted industry leader.

Clay excels in guiding projects from feasibility through closeout, leveraging his deep understanding of constructability, budgeting, and subcontractor management to ensure seamless execution. His leadership on high-profile developments, such as the RCR Taylor Projects for Partners Development and the 80,000 SF Castle Biosciences headquarters in Friendswood, showcases his ability to deliver complex, large-scale projects with precision and efficiency. By fostering strong relationships with clients like Shell, Chevron, and Texas Parks & Wildlife, Clay ensures tailored solutions that meet diverse operational needs. His overhaul of contractor pre-qualification processes and implementation of advanced cost-tracking systems have further enhanced project outcomes, driving efficiency and transparency across Partners Development’s portfolio.

Clay is a Construction Science graduate of Texas A&M University and has a Masters in Construction Management from the University of Houston.
